Because everything in year two is much more impressive, and I was really sick of the old gear. I was more excited to get new blue weapons than more year one shit. Personally, they should leave all gear except the exotics in the past.

Because they already have an issue with reusing old shit. They need new ideas. The idea of dragging that stuff up would just make people go back to their old shit. Not to mention that because of the rebalancing, they would not be as good as they once were, and people would just bitch about it.
