Get rank 3 with gunsmith, then he gives you a quest for it, simple as that. You have to be a hunter though as its a class specific exotic, but the questline works the same for all 3 classes.

I'm not 100%, but I don't think so, I think they are class locked.

I figured it probably says lvl 40 and hunter required, but I was hoping I could switch it around as I don't have a lot of different guns right now.

I'm happy my warlock gets a scout rifle. Been looking for a good one to replace my VoC and Fang.

You can get a legendary relic weapon you can turn in to the Gunsmith for rep. I have only gotten it in patrols on the planets though.
