What's the deal with these rank 3 gunsmith exotics? Are the class specific? If so what exotic Does each class get?

Do you get it just for reaching rank 3 or is it a quest it gives you?

At rank 3 you receive a quest for it. Or at least that's how rank 2 worked for still piercer
