Its the mission that unlocks patrol mode on the dreadnaught right? Yes did it on both characters, still nothing! Other ideas?

Yeah shes not giving the quest to me. She gave me the quest where I have to find 5 more fragments, but not "a broken will". It sucks so hard if my ability to not lock important equipment did cost me ability to have a heavy sword :(
