Not a new find, was there last week. It shows if Xur is in the tower or not.
If it isn't there on Friday he is in the Reef. If it is he is in the tower.

Nope, it is new. Came with update 2.0. It is right when you load into the tower, if you'll see purple flowers right in front of you to your right.
