It happens when they level up mid game by turning in a bounty.

Well its not mid game. Its at startbof match with 0-0 on score board. I hear super sound go off and i was like wtf.

If you turn in a bounty and level up because of it your super automatically recharges... This can happen at any point of a crucible match
