You can only get legendary marks once you reach level 40 and you earn them on certain quests, check the rewards for the quest and it should show whether or not it gives u marks or not.

I'm having a problem where I have reached 40 and have completed 3 quest that were all suppose to drop LMs but they have not. Does anyone know if there's a glitch going on or not???? HELP.
