Hurr Durr. Your weapons and new slots contribute too. I don't know why everyone seems to have so much trouble wrapping their heads around this. It's -blam!-ing standard in every MMO and while Destiny is not MMO, it certainly stands in common ground. In WoW it's called GearScore, in FFXIV it's iLVL (Item Level). You reach max level to equip the max level gear. But then, since endgame content should not top out at the first set of gear you get at the max level, there is a system in place to provide better gear at the same level to partake in more challenging endgame content.
Complain less, experience more.

Well, in those games the level is not directly tied to armor or wepon damage levels. You could have armor that protects less but gives other stats, or a weapon that isn't as strong but draws more aggro. That can't exist here because damage and armor is tied to light.

Need to let more time pass to see how the numbers play out. Weapons have Attack and Armor has defense. It's possible that someone can meet or exceed the recommended gear score (i.e. 260 for Heroics) but still underperform because an old weapon is holding them back from dealing optimal damage. That shiny new 300 Attack shotgun raises your overall gear score, but its not actually helping you while you're using your other weapons. Speculation of course. What I do think is important to realize is that the system in TTK, whether or not you think it's perfect, is a great improvement over it's predecessor.
