I got level 40 before i fired my first shot. Dident even use bounties. Just did the starter quests and a buch of talking lol

Yer it is a big fail. I didn't want to rank up that fast I had a few bounties saved up not for level but to get things unlocked for new class. Its just a stupid oversight by bungie.
