If you complete the House of Wolves quest line from the abandoned quests terminal you will get all now uncompleteable grimoire cards.
If you are a new player, you'll never even know.

If what you say is the case, then that is a solution both elegant and ingenious in its simplicity. The option is accessible for existing players, and would be seamless for new players. If confirmation exists from some official source, I am prepared to mark this as the answer to my question. =)

I can confirm this method does work. I was coming back to spread the word and got caught up finishing the bounty. I received all of the missing Grimoire cards I was missing after completing step 6 "Kell Rising" and returning to speak with Petra for step 7. Congrats to those that missed out.
