There are a number of large posts in the forums at the moment talking about this exact issue.
Bungie has announced they have changed there terms and conditions and will no longer support sub accounts, the sub accounts will be able to play the taken king but will not be able to access any pre order packs such as the collectors edition items and the suros pack weapons and shader.
Sorry bud but your brother won't get them unless you purchase all of destiny on every account.
There is also a chance he will not receive the year 1 VIP rewards, there has been a large discussion about this and bungie has as of yet not responded to our questions about it.
Edit; I forgot to add this issues seems to only be on PS4 at the moment

Ya I'm starting to see that more and more as I search out this problem on the web :/ but we just checked and my brother actually got the VIP stuff. He has the shader, emblem, and sparrow right now (he got them at the kiosks for each item). But thanks for the help, I honestly appreciate anything anyone can shed on this.

PS4, and to be honest I'm not too sure that he should be worried about the pre-ordered stuff. It's a bummer but the weapons I heard are only 160 damage green weapons so it's not like he is missing out on anything too out of the ordinary

Hey so my brother and I both just got access to the taken King and have started playing an oddly enough he got the Suros shader and emblem even though he is a sub account. Idk how but I hope the same works for you. (Idk if he got the weapons)

I just brought it again yesterday on my main account so I won't have any issues ever again in the future and don't have to deal with it
