I owned them as part of the limited edition game, but I do not know if they counts are "owning" them for the terms of this promotion as I did not download them until this morning.

you only have to have purchased the DLC 1 & 2 by Aug 31st. it didn't say you needed it installed.

That's what I had originally assumed when I had preordered, but it seems like the general consensus is that is not the case, hence my song and dance with PlayStation trying to get a preorder refund now.

If you own it then you'll get the rewards. That's all it takes so you should be good to go.
