Once a week you can choose your allegiance to a faction. Doing so gives you a faction badge and earns you reputation towards that faction

But what does it mean when you get it for new monarchy

This is a new system. You pledged your allegiance to New Monarchy so you are now earning New Monarchy reputation and Vanguard/Crucible. This way you don't have to always wear their class item.

It means you pledged to new monarchy for the week. You will earn new monarchy reputation for doing certain activities such as strikes, crucible, bounties and more. As you level up a faction you earn faction specific gear. Some of the shaders and ships are very sought after
