Latest news to rip us off even more, seems to be that unless you bought your Legendary Edition as a digital download or from Game, you do not qualify for the Suros weapons.
They are not exclusive, to Game, it's just that no one else is allowed to have them.
Also a little worrying that Game are also saying on their website that the Vanguard weapons pack for pre-ordering is not available on PS3 or XBox 360.

I know that (had the equivalent on vanilla launch). My gripe is that they advertised as not exclusive and then stealth change it two days before launch. A lot of people are wondering why they don't have codes and how they get them. The answer is quite simply, contrary to what Deej and Bungie stated they are exclusive items and restricted to select retailers. They are just not making that news and not telling you who the select retailers are. Changing it two days before launch and not actually making it known (other than to change the news item on the 24th July, knowing most people have read it and will not got back) is just sneaky, underhanded and avoiding the issue as long as possible. It may also count as false advertising and be subject to trading standards.
