That seems to be the general consensus ... don't complete / turn in the faction yet. There's tweets from Bungie out there stating that rewards will drop on or after 9/15/15. If you complete them now, you won't get the rewards and they're not going to go back to give them retroactively.
I think the only ones ok to do right now are the subclass quests for the legendary class items (cloak, bond, mark).
Not sure about the story quests (i.e. Bane of Crota, House of Wolves, etc.).

Faction quest will be completed at a later time the only things you don't get are the patrol rewards but everything else you get.
