Are you able to order them already?

No, not yet. The weapon orders will be available next week. But, if you have the nightfall buff and you complete all the weapon tests, you will hit rank 1 this week, meaning you can immediately put your order in next week. Assuming they give us 5 weapons again next week, we won't be able to hit rank 2
