Same thing is happening for me the data gathered does not increase after I do what it says for the weapon. Do I bring it back to the gunsmith then something happens?

I've been playing crucible the whole time if that matters

It's not for the crucible. It'll say specifically for the crucible. You have to get the precision kills in PvE content.
