Still think that they "fixed" the perk in the wrong way.
The perk was usefull in pve the way it is, but they should have changed how it acts in pvp. That was all they had to do with it. Instead of last round of the mag, they should have changed it to last round of special ammo in pvp. With how special ammo spawns in crucible now, it would have fixed the problem.
That is how i use my final round sniper. I never reach the perk in a mag since i use field scout and reload after some kills. The only time i use the perk is when its my last round of special ammo.

That way you have to go for body shots for it to even work and if you dump ammo you might dump the lucky one. Then you would almost never get a final round kill because you'll primarily be aiming for headshots but if you do miss and hit the chest with a spear youd have a 33% chance to 1 shot. Edit: and a 25% with a 4 round sniper and a 20% with a 5...
