What was the empire really trying to do?
I can't imagine they would need a death star for a puny rebellion.

The Death Star was essentially designed as a symbol of power and terror. A weapon, capable of destroying a planet outright. It was the nuclear weapon of the Galactic Civil War.

Ban the force as it was dangerous

The Death Star wasn't created to be used against the rebel alliance. It was created to be their iron fist. The Empire wanted to unite the Galaxy, but the enforced there rule with terror and violence. If an entire planet decided to rebel against the empire, the Death Star would simply blow the planet up.
