1. No, if they did that there's no point in levels, they might as well remove all levels and just set the difficulty of each level/raid/strike.
2. Wouldn't work either, the idea is to grind for all the new weapons as well as play the content over and over once you've managed to aquire the new wepaons. By making year one weapons upgradeable, your bypassing collecting new ones and just levelling up what you have, that's half the grind skipped already.

As this has been pointed out to me, this is already implemented 2. No that is not the case at all. If you truly are the seeming desticle you are, you'd know that the new upgrade system forces you to acquire higher level hear in order to upgrade items. So all in all your argument (if you can call it that) falls apart. Good day
