The only way to get guaranteed loot is to buy stuff with your Crucible marks.
But there's no guaranteed way to get loot in other games (like CoD) either. You just buy the stuff you want, or get lucky.

When I do get marks, I don't end up wanting the guns. I waste em on materials usually
