My question is, does he keep the same armor and weapons that he sold the current IB? I assume yes

No weapons and no armor. Just EL, shaders, and emblems.

I believe he will only be carrying the EL and shaders and emblems. This is more of a bug and considered tapping into his base inventory which probably wasn't intended to be seen not during IB time.
