I'm just going to say:
30 Stability + Wind-Up Perk = Super Good Advice quality weapon
Drop Single Point Sling for something like Hand-Laid Stock or Braced Frame and you may have my interest. Otherwise, my Shadow Price or Vanquisher or SUROS are all more preferable. Even still, to fully take advantage of Wind up, it wouldn't make sense to run anything but Field Scout, so... Yeah. All the Exotic perks in the world won't make a difference if I can't hit my target.
Perhaps if you took the base stats from a Silimar's Wrath, and coupled it with these perks. ;D Think about it. You wanna make a lead-hose, that's how you make a lead hose. Coupled with the Wind up perk:
*BANG, BANG, BANG, BANG, BA-BA-BA-BA-BA-BA-BA, BBBRRRRRRRRRRRT*

It's nowhere near SGA, think thunderlord with its perk when it comes to ROF

I understood the kind of performance the weapon would imitate, but what I'm saying is that the accelerated RoF combined with the sub-par stability is just going to result in dozens of rounds missing their target.

I guess it has smart drift control to give it about 50% stability with that rate of fire
