Think of it this way: RNG = Slot Machine. Pull the level and the slots randomly stops the wheels, depending on what it was stopped at you'd get a prize or nothing at all. In this case you complete an activity and it'll randomly select a prize from the loot table for that activity or it'll give you nothing at all.
