but you can get 30 afterwards right? They said so in the faq and the trailers with the be level 30 OR have both dlc

By yesterday. You had to have a level 30 or both previous expansions by August 31st.

If you have both DLC installed then yes. You then just need to buy TTK before February 1st 2016.
