That isn't a kiosk for exotics. They said this in the update and in the live stream. It's not for storing exotics.

Blueprints, which is like a storage systems that you pay a small fee to get a copy out. I made a few changes to reflect that they are blueprints.

But you still have to level up an exotic from scratch. You can't just pull out a fully leveled weapon whenever you want and put it right back

Yeah, so you relevel it, but, itd be a place for you to pick up a new one, to relevel, rather than run the raid and hope you get a second one... plus it would track what you have and might be missing AND be a list of raid gear that doesn't require going to the a wiki or other site.
