Totally agree with all of this, and a big problem with not upgrading this stuff would be how confusing all the economies and materials will be to new players.
There definitely needs to be more of an explanation here. It would be so weird as a new player to just randomly have these raids with guns 6 levels lower than the entry level and materials that are totally alien.
I'm amazed this topic isn't at the top. Surely this is the biggest issue at the moment?
