All emblems and shaders are only tied to accounts that are linked at the time of redemption. You will not be able to link them to your secondary PSN account.

So basically if I switched my bungie.net account to a new PSN, I would lose my Nepal shader, emblem, and others I have accumulated?

Yes. All codes that are redeemed on one account will forever stay there.
