Ok so I we all have this and oh ace a theory
So if you compare the HOW armour to the pre-HOW armour you will see that the old armour has more upgrade bubbles e.g. Amour upgrade so my theory goes like this
The new armour has these upgrade bubbles within the bubbles and they act more like a mile stone if you will.
As proof the next time you wear new armour from HOW take a look imedetly after a notification shows that an upgrade is available check it. The upgrade bubble will show only a quarter or half why to the actual upgrade.

@JackToad21, Thanks. I do remember now that last one such event was for my Titan's Kellslayer's Grips and its one perk is just 3/4 open. You and @clayman559 may be correct on the theory. I'm, kind of, now not worried cause it looks like a universal scenario but Bungie needs to fix this irritating thing or provide better notification/information.
