Hello,
You can use the [url=https://www.bungie.net/en/Help/Article/12122]Destiny Digital Upgrade Program[/url] to transfer your TDB and HoW DLCs for free.
The TTK does not qualify for this upgrade however and will need to be purchased for both consoles

Is there a set timer on how long the free upgrade is available as I'm on holiday at the moment I would be able to only download the upgrade next month

Not that we are aware of. It was just recently updated with news about TTK not being able to use this program. I don't foresee it disallowing upgrades any time soon.
