The best thing you can do is to use the provided in-game report system and the console report system.
Bungie takes every report seriously and they will investigate further. When they find a sufficient amount of evidence they will punish the player accordingly. Same goes for the console you are on.

Okay, so we didn't report them in game, so is there any other way to report them? I feel like an idiot as it just went right over my head ( I suppose we were all angry and frustrated ).

You could use the recent players list on your console and report them using the console report system.
