People are blaming Bungie for it even though, Bungie doesn't control what xur sells. Xur is powers by an RNG system

They control him you moron. Why do you think he sold Plan C twice in a row when DeeJ said 'Save your coins for better stuff next week'.

If you played attention. The day xur had no weapon. Bungie said they couldn't get him to change which indicates they can control his inventory when ever they want. There was also a day where dataminers had xurs exact inventory and what happen? The next day his inventory was completely different. Bungie blocked data miners after that. Why? Because they don't want you to know XUR isn't RNG a long with other secrets.

Xur is more likely to be RNG than staff going to the effort to pick what he's going to sale every week, based on how long they take to fix glitches I don't think they could be bothered to choose an inventory every week.

They really do get paid to decide what he sells. There was even a few data miners that find out one week they were mining, that xur was supposed to sell 5 no land beyond rifles. They can pick his inventory and to say that he hasn't sold it since the start because of randomness is something I can call a load of shit on

Ok it's a rng loot table that rerolls every week. I'm sure it's based on sql and script. Can it be modified? Sure. Are they? Who knows unless you personally know someone.
