It's not a bad idea. I'd just rather see them implement an improved version of the halo 2 skill based matchmaking system.
Now, it's true that the focus on connection makes iron banner and TOO much more lag free (sometimes), but I feel like a consistent connection and a good game (one where neither team gets crushed for five rounds straight) should not be an 'either or' situation.
Keep in mind, I said an [b]improved[/b] version of the skill based ranking system. I'm well aware that the halo 2 system had some glaring problems of its own.
In the end, I think close matches are far more fun for everyone. If you lose every time, that sucks. But, if you crush the other team every game, that can get boring after a while as well.

There is a pvp rating system used within destiny so I think this exists to some extent already. When and how it's used is anyone's guess though

Maybe if there was, aside from character level, crucible ranking like in halo, where you started as a private and depending on how well you did in pvp, increased your rank. Thus match making was based on that rank.
