Not a glitch, go to orbit and come back. Not worth the effort honestly.

It's an obvious glitch/error.

Seems like a glitch/error. There is no purpose to make u come back two more times just to kill one vandal each time. All the other queen bounties have all three targets available on the first encounter. Strange..

I remember there used to be three of them yes. It's unpractical anyways as it is far from the patrol spawn.
