We've all had those times where we spend 3 hours hopping around the Tower. Or I have. Multiple times. But as you walk around the Tower, you just see these seemingly... random people, in civilian clothing, carrying around the iPad 501, or with a cup of Joe. Why are they there? They aren't Guardians, right? And wouldn't the Tower be a highly militarized zone, with turrets, cameras, X-Rays, and a lot of other stuff, so why are normal people there?
