Taken King is supposed to have a much more balanced loot rewarding system. It will give you a better chance at getting something you don't have yet

They simply didn't envision how it'd be used. Or the coding was wrong, no other perk like White Nail creates ammo out of the air, not even on WoC

This should have been recognized and patched within in 4 months of the start of this game, but no closing the loot cave was more important obviously.
