The upgrade scheme applied to TDB and HOW's DLC. As of yet there has been no mention of any upgrade offers for TTK. If you buy it for the PS3 then it'll only work om that console.

That makes no sense to me. The scheme was time limited, but not limited to the dlc per se. Note that the digital upgrade clearly states that you get the ps4 version for free. Making this ps4 version ineligible for TTK just seems plain cruel and I would be very surprised if that is the case.

It made good business sense for the first year. Destiny was a new ip at a time when people were looking to move to a new console and might be wary of spending money knowing that it might not be needed in the near future. Now we're moving onto year 2 and those decisions are not as important. The new bundles contain everything you need so if you are changing console generation then you're getting the whole thing for almost the same price. This time around there isn't really the need for them to offer an upgrade scheme. Keep an eye out on the news and weekly update though as they might announce something nearer the launch as they are ramping up the hype now.
