Bungie gave one to a kid who was/is desperately ill because playing Destiny helped with keeping his reflexes for hand/eye/brain coordination. It was then deemed a one off, an exclusive owned by one person. Then there was talk of it being a ToO bounty, but that didn't happen. Not sure what the status of it's existence/potential for availability is now though.
