Hey,
Try finding all missing chests on an alternate character. I personally had to find all 20 on another character to update my Triumph wheel. It was stuck at 19/20, but after opening all 20 golden chests on another character it updated to 20/20 on my Moments of Triumph.

I didn't want to do that yet because on this FAQ Bungie recommended staying on one character. Unless they tell me otherwise then I will switch up characters. "Q: I have found all Golden Chests on all planets, but my Triumph tally isn’t counting them A: We advise finding all 20 chests on a single character. You have the ability to check your progress in game, under the director, by planet. Please note, deleting a character could result in a loss of progress."

It was just a suggestion. It updated my Triumph wheel to 20/20 by finding all chests on one of my other characters. It worked for me so just letting you know if it doesn't resolve itself it may be something to try.
