That only applies to PoE weapons though, and even then there are some decent perks in there. Besides that only proves my point further though. Ascension ruined these guns. I would choose a 365 rocket with shank burn that dealt 4000 damage over a 331 rocket that only deals 3400. One wasted perk slot is not that big of a deal, the majority of the weapon lies within the base stats. HoW perks as a whole were actually kind of good considering Bungie already admitted that creating those OP vanilla perks was a mistake.
