There are a couple of components to the Digital Upgrade promotion. At launch, the digital version of the base game for ps3 and 360 included a license for next gen in the same manufacturer family. This part expired on January 15th, 2015, but if you purchased the digital version before then, you qualify. You did not need to redeem the free license for next gen before January 15th. The DLC (expansion 1 or 2, and the expansion pass) are also included as part of the promo, and that portion has not expired yet. If you have already purchased any of the expansion content on PS3, your PSN ID has a license for the same item on PS4. You will still need to download these items on PS4, but they should be no charge for the PSN ID that made the purchase on PS3.
