It's odd I deleted my warlock to make a Hunter but I did most if not all m o t on my lock so why wasn't my progress reset?

Moment of triumph carry over from all characters combined so if you delete one the progress you made on that character will remain.

The accomplishments seem to be associated with your account, not with a character, at least judging by how it's represented in the app.
