Question. The race I choose determines the alliance I'm in or can I join an alliance no matter the race?

If you have explorers pack you can choose or an imperial can be any cause imperials are the best

You can also the buy the explorers pack to play any race any alliance execpt imperial

bretons, orcs, and redguards are in the daggerfall covenant, nords, dark elves, and argonians are in the ebonheart pact, and high elves, wood elves, and khajiit are with the aldmeri dominion. you can only be the races in the alliances sadly
