Hello,
The reason why you haven't received The Inner Chamber [b]is not[/b] due to a glitch, but because your current Bungie.net account has only played 3 legacy Bungie games when you needed 4. If you go to the bottom of your profile, you can see you only have 3 games registered underneath the Legacy Bungie Stats.
