Its only good if you get the right rolls, as you can nearly max the blast radius (with Warhead Verniers or Hard Launch) and velocity (with Javelin) which are the most important. You can also roll it with tripod and then something like tracking or grenades and horseshoes to better guarantee that kill. As the trials rocket has nearly the same set up of tripod and grenades and horseshoes and the horseshoes perk will be getting a nerf, I would try going for tracking on the radegasts unless your dead set on having the best stat rocket (radegasts) with the set up tripod and horseshoes.
