I use one if it's there just to break the monotony. I don't think they are good or even particularly fun since they appear so rarely, it's just something different to do. I think they missed an opportunity for a high speed chase mission where it was necessary to drive and shoot. At least then the pikes could have more relevance than a sort of token addition or abandoned concept that was just never fully removed.
