P&T for PVP... IB for PVE that shouldn't even be a question.
in PVP you need to be faster on your shots with as little recoil as possible.
in PVE you want impact to increase the damage... for the most part you don't EVER have to worry bout recoil.

To be honest thats a fair point but i only just got P&T and i havnt used it in crucible.

Though there are honestly better legendaries than P&T. to name one specifically praedyth's revenge from VoG... its by far the BEST PVP sniper in the game for Crucible. And you save an exotic slot. For ToO... if you are looking for rez impact.. it's not the best, but still no different for the regular kill. Black Hammer and IB for now are the best PVE and it's not even close. No point in using anything else (pre patch 2.0)
