First Xur is clearly not RNG and anyone with a brain can easily see that if they look at what he has sold up to this point.
The 2 big daddy weapons of the heavy category Gjally and Thunderlord have only ever been sold 1 time.
Besides PS4 exclusives which can never be sold by Xur until they become available to xbox, he has sold every other possible exotic weapon exactly 3-4 times. No more, no less.
The odds of every weapon being a perfect 3 or 4 is statistically improbable if not impossible.
Bungie clearly has a program or team working in the background to rotate the pool accordingly.

It's 50% likely to be Ratata, 40% Pidgey, and 10% Pikachu. RNG them determines its stats, gender, and if it's shiny. It's still RNG, but the odds of getting a shiny female Pikachu with perfect stats from that patch of grass are slim! What's to say No Land Beyond doesn't have a higher chance of being sold than Red Death, which is more likely than Gally? If Bungie hand picks it, we wouldn't have this whole, "Xur was gonna sell Gally so it was removed" thing. He'd just have NLB.

This. Plus once the RNG happens the selected items for sale should then get stored in a database along with the time stamp for when Xur leaves. This is likely how they were able to extend his stay the one time. In the same fashion, they could alter the database to include the missing item. They would just need the servers and consoles to resync to pick up the change. Nothing a quick outage of just a few minutes couldn't fix. Unless they have zero idea how to write the simplest of software ....
