It makes since to me because when you sit there and land 3 critical hits and then you get three bullets from the void, it makes no sense. It's more logical that those 3 bullets come from your inventory.

Let's break it down m8. String of Curses: This weapon reloads instantly, increases damage for a short time and decreases the cooldown of your Super by 7.5 seconds after each kill. Hmm if you can read, then it says this weapon [b][i][u]reloads[/u][/i][/b] after each kill. That means it automatically takes ammo from your inventory and puts it back into the magazine. So in conclusion, you're a f u c k I n g idiot OP

Bad JuJu takes from your inventory too, ammo just drops frequently that you don't notice it. The same will happen with BlackHammer, you'll pick up ammo so all will be well and good. That or use the thousands if special synth from farming ether chests from before the patch.

but i usually switch to my black hammer from a shotgun, at which point I start with barely any ammo, the infinite ammo perk is the only reason it was good. at least increase the mag size from 3 then
