The perfect balance perk actually does not do as much as you think. And considering it's supposed to be fired from the hip like you said it shouldn't matter if it's on there anyways. And giving thorn speed reload is a bad idea. The thorns reload is one of the only weak points of that weapon and now you're boosting that effect too. Give it a different perk for send it but not speed reload. Final Round snipers are annoying and stupid.

I felt like Speed Reload buffs a weak point, in turn you have much lower range. And Perfect Balance actually does make a decent difference. It doesn't affect the recoil pattern, that is correct. But it does effect the kick on the gun itself, making it easier to aim.
